In un momento in cui le comunità cristiane sono vittime di vere e proprie persecuzioni religiose in Africa, assume particolare valenza la Proposta Esecutiva Ufficiale, presentata dal Dr. Luis Alberto Flores Hernandez, Ministro degli Esteri degli Stati Uniti presso GOEDFA – UN ECOSOC , già sottoposta a sua eccellenza Antonio Gutèrrez, per l’eradicazione della persecuzione dei cristiani in Africa, con particolare attenzione alla tragica situazione in Nigeria e che qui riporto integralmente, dietro sua espressa autorizzazione

I. Preambolo
Riconoscendo che la libertà religiosa è un diritto umano fondamentale sancito dalla Dichiarazione Universale dei Diritti Umani, e considerando l’allarmante aumento delle persecuzioni contro le comunità cristiane in varie regioni dell’Africa, questa proposta esecutiva stabilisce un quadro d’azione diplomatica, umanitaria e legale per eradicare tali persecuzioni, con particolare attenzione alla situazione critica in Nigeria.
II. Diagnosi
- La Nigeria è diventata l’epicentro della persecuzione religiosa in Africa, con migliaia di cristiani uccisi, chiese distrutte e comunità sfollate.
- Gruppi estremisti come Boko Haram, ISWAP e milizie armate Fulani hanno intensificato gli attacchi sistematici contro i cristiani, inclusi rapimenti, torture ed esecuzioni.
- La violenza religiosa si estende anche a paesi come Sudan, Repubblica Democratica del Congo, Somalia ed Eritrea, dove l’intolleranza religiosa si intreccia con conflitti etnici e politici.
III. Obiettivi Strategici
- Eradicare la violenza religiosa attraverso la cooperazione internazionale.
- Rafforzare la protezione delle comunità cristiane vulnerabili.
- Promuovere la libertà religiosa come principio universale.
- Stabilire meccanismi di responsabilità per i governi che tollerano o perpetuano la persecuzione.
IV. Aree di Azione
A. Diplomazia Multilaterale
- Convocare un vertice straordinario presso ECOSOC sulla libertà religiosa in Africa.
- Istituire una Commissione Speciale sulla Persecuzione Religiosa in Africa sotto l’egida delle Nazioni Unite.
- Richiedere la designazione della Nigeria come “Paese di Particolare Preoccupazione” ai sensi dell’International Religious Freedom Act.
B. Sicurezza e Protezione
- Finanziamento e dispiegamento di missioni di osservazione e protezione civile nelle aree ad alto rischio.
- Sostenere le forze locali nella neutralizzazione dei gruppi terroristici, sotto supervisione internazionale.
C. Giustizia e Responsabilità
- Istituire tribunali regionali per perseguire crimini d’odio motivati religiosamente.
- Condizionare gli aiuti internazionali al rispetto dei diritti umani e della libertà religiosa.
D. Educazione e Riconciliazione
- Promuovere programmi di educazione interreligiosa e dialogo comunitario.
- Sostenere organizzazioni che favoriscono la riconciliazione tra cristiani e musulmani.
V. Partenariati Strategici
- Collaborare con Aiuto alla Chiesa che Soffre, Porte Aperte, InterSociety e altre ONG specializzate.
- Coordinarsi con l’Unione Africana, l’Agenzia Internazionale di Cooperazione Eurasia e organismi regionali per implementare soluzioni sostenibili.
VI. Indicatori di Successo
- Riduzione significativa degli attacchi contro le comunità cristiane.
- Aumento delle condanne giudiziarie per crimini religiosi.
- Miglioramento nei ranking internazionali sulla libertà religiosa.
